Healthcare+ Expo, Taiwan
Taipei Veterans General Hospital participated in the 2025 Healthcare+ Expo, Taiwan with Veterans Affairs Council at the end of 2025, bringing together 15 teams, focusing on 5 major fields, and showcasing 16 innovative highlights. The event comprehensively showcased how technology can be effectively translated into clinical practice to enhance the quality of patient care. TVGH’s Superintendent represented the Veterans Medical System and explained to President Lai the overall achievements of Future Healthcare, including clinical AI applications, medical service robots, smart healthcare systems, precision medicine, and intelligent long-term care.

This year, TVGH’ Exhibition Zone showcased five robots and a wide range of advanced technologies, attracting healthcare and technology leaders from around the world for visits and exchange, including PureHealth Group from the United Arab Emirates, senior executives from M42, Slovakian medical and business delegation, along with the team from our partner hospitals in Vietnam, showcasing TVGH’s capabilities in smart healthcare and international collaboration. In the future, we will continue to place clinical needs at the center of our efforts, strengthening interdisciplinary collaboration and industry-academia partnership, so that innovative technologies can actively improve medical processes and enhance patient safety. We will also actively promote international cooperation and share our experience globally to create future healthcare that is accessible to all and become an important pillar of national health policy.

International Collaboration in Smart Healthcare
Since January 2024, under the support of Taiwan’s National Science and Technology Council and the Philippines’ Department of Science and Technology through the “Health, Agriculture, and Training (HAT)” initiative, both institutions have jointly launched a three-year research project titled "AI Applications for Brain Tumor Diagnosis Using Federated Learning". The project has already achieved notable milestones. In November of the same year, initial results were achieved. The AI-powered brain tumor detection software DeepMets® received certification from the Philippine Food and Drug Administration (FDA), and is now recognized as an approved Software as a Medical Device (SaMD, CDMR) for clinical use in the Philippines was approved by the Philippines Food and Drug Administration (FDA), becoming an AI medical device that can be used clinically.
In mid-2025, TVGH further deepened exchanges between Taiwan and the Philippines by signing an MOU with the University of the Philippines Manila. The two parties will build a Federated Learning (FL) and Federated Validation (FV) platform, and use the Philippines as a beachhead to connect ASEAN countries, promote the clinical application of AI technology, transform the traditional geographic boundaries of healthcare delivery, and improve the quality of treatment and health and well-being of patients across multiple countries.

In addition, under the arrangement of the Ministry of Health and Welfare and the Industrial Technology Research Institute (ITRI), we also hosted a medical delegation from Thailand. Visiting our three major AI centers effectively established an opportunity to deepen cooperation between Taiwan and Thailand. In the future, Taipei Veterans General Hospital will continue to integrate clinical expertise with AI innovation, and work with Thai medical institutions to carry out cross-border validation, clinical trials and responsible AI consulting cooperation, and strive to build a global model of smart healthcare collaboration that embodies both compassion and trust.

Strengthening the East Asian Academic and Research Exchange Network
The Hospital actively implements the New Southbound Policy. In 2025, we signed an MOU with two major Indonesian medical institutions—Jakarta's Dr. Cipto Mangunkusumo National Central General Hospital and West Java's DKH Hospitals Group—to expand medical exchanges and clinical innovation. We also visited several Indonesian medical institutions, including Bunda Group, Harapan Kita, and Atma Jaya, and all expressed their willingness to cooperate.

In September 2025, TVGH was invited to attend the "Kindai University 100th Anniversary Celebration" held at Expo 2025 Osaka, Kansai, Japan Site at Yumeshima. In the presence of over 400 senior alumni and many prominent figures from Japan's political and business circles, an MOU was signed with Kindai University, symbolizing a deeper cooperative relationship between the two parties in the fields of education, clinical care, and research.
In addition, TVGH has also signed a cooperation agreement with Hirosaki University in Japan to launch a close cooperation plan in the fields of AI-powered smart healthcare, clinical training, emergency care education, and big data innovation applications. Toshiko Tomisawa, Vice Dean of the Graduate School of Health Sciences at Hirosaki University, led a team to Taiwan in November to participate in the "2025 Cross-Disciplinary First Aid and Workplace Emergency Response Capability Talent Training Workshop" and conduct in-depth discussions on emergency care education and clinical training.

New Southbound Healthcare Collaboration

Under the Ministry of Health and Welfare's “One country, multiple centers” policy, Taipei Veterans General Hospital is primarily responsible for medical exchanges in northern Vietnam. The Hospital strengthens cooperation with external units and institutions through various means, responding to the government’s policy of promoting Six Core Strategic Industries, promote domestic medical and industrial integration, aiming to facilitate the export of the healthcare industry to jointly make more contributions to the health of the public, the prosperity of industries, and even to the whole world.
Taiwan Telemedicine Industry Office
TVGH has maintained close exchanges with the medical community in Vietnam for long. So far, MOUs have been signed with nearly 30 major hospitals and medical universities for the launch a series of substantive cooperation. In early 2025, the Taiwan Telemedicine Industry Office was inaugurated at the Hong Ngoc - Phuc Truong Minh General Hospital. This will help bring Taiwan's experts and excellent medical quality to Vietnam. Through this platform, teleconsultations, knowledge sharing, collaborative research, and training programs will be strengthened, fulfilling Taiwan's commitment to social responsibility and global health in the New Southbound Policy.

The office marks Taiwan’s healthcare institution’s first overseas presence. Ambassador Richard R.C. Shih of the Taipei Economic and Cultural Office in Vietnam, Secretary-General Nguyen Trac Ba of the Vietnam Committee for Taiwan Affairs, Dr. Chin-Su Liu, the Director of TVGH’s International Medical Center, representatives from Hong Ngoc - Phuc Truong Minh General Hospital, and distinguished guests from the Taiwan and Vietnam Chambers of Commerce were also presented to offer their congratulations. This not only symbolizes a significant milestone in Taiwan-Vietnam medical cooperation, but also demonstrates Taiwan's proactive engagement and significant role in international affairs, while accelerating Taiwan's efforts to expand its strengthens in healthcare services, smart healthcare, and related industries to the international stage.
Medical-Driven Business Cooperation in Vietnam
The Hospital continues to deepen the strategic partnership established with the Cho Ray Hospital in Vietnam from 2019, and hosted the Taiwan–Vietnam Medical Forum: 2025 International Cancer Conference – Tradition and Modernity in Ho Chi Minh City, Vietnam. This grand event was co-hosted with Kaohsiung Medical University Chung-Ho Memorial Hospital and Show Chwan Health Care System, bringing together the resources of Taiwan's medical community to actively respond to the New Southbound Policy. This event has also received high attention and full support from official Taiwanese and Vietnamese agencies such as the Ministry of Health and Welfare of Taiwan, the Overseas Community Affairs Council, the Ministry of Health of Vietnam, and the Taipei Economic and Cultural Office in Ho Chi Minh City.
This conference focused on three major themes: "Non-invasive Cancer Treatment", "Surgical Oncology", and "Smart Healthcare and Future Trends", featuring 37 high-level keynote speeches. The symposium also highlighted Taiwan’s integration of traditional medicine, palliative care, and home-based nutritional support to build a holistic cancer care model. The event successfully brought together over 400 international healthcare experts and scholars for substantive academic dialogue, advancing the practice of medical diplomacy and deepening Taiwan's international influence in biomedicine.

The Taiwan-Vietnam Medical Forum attracted more than 400 healthcare experts and scholars

To implement the "New Southbound Medical Cooperation and Industrial Chain Development Program”, this forum attracted 13 leading Taiwanese healthcare companies to its delegation and successfully brought together 46 Taiwanese and Vietnamese biomedical manufacturers. The Hospital proactively leveraged the strategic benefits of “medical-driven business cooperation”, transforming Taiwan's outstanding medical capabilities into a driving force for industry promotion, while actively supporting high-quality domestic healthcare enterprises in expanding into international markets and fostering bilateral technology transfer and business cooperation between Taiwan and Vietnam. This move not only sets an innovative example of cross-border medical industry alliances, but also lays a solid foundation for deepening substantive bilateral exchanges in the future.
Receiving Foreign Guests
TVGH continues to advance international medical exchanges by welcoming delegations from healthcare institutions, academic organizations and professional groups from various countries. Through these visits, the Hospital facilitates mutual exchange of medical expertise, clinical experience and management models, strengthens connections and trust across multiple aspects, and creates new opportunities for international collaboration, enhancing the quality of TVGH’s medical services and international visibility, while demonstrating the professional strength of Taiwan's medical system and highlighting Taiwan's overall strength and image in the international medical field.
Observation Visits to the Heavy Ion Therapy Center
Taipei Veterans General Hospital has the one and only Heavy Ion Therapy Center in Taiwan. In recent years, the center has successively established research collaborations with top US medical institutions such as the Mayo Clinic and NYU Langone Health, and has also attracted visits from other leading medical institutions in North America. The Princess Margaret Cancer Centre, Canada's largest and ranked among the world's top five, visited our Heavy Ion Center. Both parties engaged in-depth discussions on medical collaboration and potential support for the establishment of a particle therapy center. We look forward to working together to advance future collaborative initiatives to further enhance Taiwan's cancer treatment capabilities and create a mutually beneficial partnership.
The University of Texas Southwestern Medical Center (UTSW) is a premier academic medical center in the United States and is ranked among the top 25 cancer treatment hospitals in the country by U.S. News & World Report. It is leading a multinational, multicenter Phase III heavy ion therapy clinical trial for pancreatic cancer and is currently preparing for the establishment of a heavy ion therapy center. Therefore, UTSW sent a delegation to TVGH for an observation visit and professional exchange.

Cho Ray Hospital in Vietnam, a hospital that has maintained long and close interaction with TVGH, sent a delegation to visit our hospital after co-organizing the Taiwan–Vietnam Medical Forum: 2025 International Cancer Conference, expressing their hope of sending oncology professionals to TVGH for advanced training in the future, with the aim of further strengthening collaboration in cancer treatment technologies and clinical care.

Witnessing the Strength of Taiwan's Smart Healthcare
In March 2025, a group of MBA students from Stanford University's Graduate School of Business visited the Hospital. The visiting delegation participated in in-depth discussions on topics including elderly healthcare needs, the integration of conventional and modern medicine, and emerging trends in Complementary and Alternative Medicine (CAM). They also toured the Heavy Ion Therapy Center, gaining deeper insights into the efforts and achievements of Taiwan’s healthcare development. The delegation was highly impressed by TVGH’s cutting-edge medical technologies, innovation, and excellence in patient care.

MBA students from Stanford University visit Taipei Veterans General Hospital

The "Go Healthy with Taiwan" International Media Delegation commissioned by the International Trade Administration and organized by the Taiwan External Trade Development Council (TAITRA) visited TVGH in June 2025. The delegation comprised highly influential journalists from six countries: Germany, Malaysia, Indonesia, the Philippines, Thailand, and Vietnam. Through in-depth thematic briefings and substantive exchanges, the international media delegation gave high praise and positive recognition to the hospital's outstanding achievements across diverse fields, including smart healthcare, AI clinical applications, rare disease care, and green sustainability.
TVGH was extremely honored to be the only landmark smart hospital visited by the delegation in Taiwan, and led the delegation to visit the "Liver Cancer AI Detection Studio" and "Digital Pathology Laboratory". During the visit, a team of professional physicians personally explained the practical application of cutting-edge AI technology in clinical precision diagnosis and personalized medicine, showcasing our hospital's core strength and sustainable value in leveraging innovative technologies to safeguard public health.
