Transparen Governance
“Treat Patients Like Family, Pursue Excellence, Uphold Ethics, and Abide by Laws and Honor Commitments” are the Hospital’s core values. “Integrity, Probity, Competence, Tact, and Harmony” are the Superintendent’s guiding principles for all staff. These principles demonstrate that, in addition to advancing medical services, the Hospital places strong emphasis on employees’ ethical conduct and awareness of legal compliance, reflecting the leadership’s firm commitment and sustained efforts.
The Hospital has established a range of integrity management measures. In addition to integrating integrity policies into daily operations, it continuously promotes a culture of integrity and anti-corruption through policy communication at meetings, education and training, and anti-corruption activities. Should any corruption or other unlawful conduct occur, the Hospital also provides accessible reporting channels to further ensure transparent governance.

Measures Description
Management Measures Each year, the Hospital formulates an integrity work plan to guide the implementation of related strategies and objectives. Before implementation, relevant units and personnel are formally notified and coordinated with to ensure effective execution.
In accordance with the Act on Recusal of Public Servants Due to Conflicts of Interest, the Hospital has established a dedicated “Public Servant Conflict-of-Interest Identity Disclosure” section on its official website to fulfill proactive public disclosure obligations and strengthen external oversight and transparency.
Communication Through Meetings At the monthly Hospital Affairs Meeting, chaired by the Superintendent and attended by heads of first-level units and above, the Hospital communicates the government’s current integrity policies and relevant anti-corruption information. Meeting minutes and communication materials are circulated to all Hospital units, which further disseminate the information to their staff through unit-level meetings.
On September 30, 2025, the Hospital convened an Integrity Committee Meeting personally chaired by the Superintendent. In addition to internal committee members and personnel from relevant units, external experts and scholars were appointed as committee members to strengthen the effectiveness of the meeting. The meeting reviewed the implementation of corruption prevention, anti-corruption, and anti-corruption enforcement initiatives, and included special reports and discussions on the Hospital’s annual integrity-related risk issues.
Education and Training In 2025, the Hospital held one briefing session on the “Sunshine Laws” - the Public Interest Whistleblower Protection Act, the Act on Property-Declaration by Public Servants, and the Act on Recusal of Public Servants Due to Conflicts of Interest - to promote the spirit of these laws and explain their importance to anti-corruption efforts.
In 2025, the Hospital held one educational session on corruption-prevention guidelines and case studies for procurement personnel across all units, with a total of 121 participants, with the aim of preventing irregularities at the frontline. On July 17 of the same year, during the Hospital’s procurement training, a session entitled “Integrity and Corruption-Prevention Guidelines - Case Sharing on Preventing Procurement Irregularities” was delivered to procurement personnel from all units. Through practical case studies, the training strengthened procurement personnel’s understanding of proper procedures and helped prevent irregularities at the frontline.
The Hospital provides digital “Integrity and Legal Compliance Training for New Employees.” Course content includes the Directions for the Ethics and Conduct of Civil Servants and other relevant laws and regulations, with the aim of deepening employees’ understanding of ethical conduct requirements for civil servants. In 2025, a total of 520 employees completed the training.
Integration into Daily Operations Procurement cases are handled in accordance with the Government Procurement Act. When tender documents are announced, bidders are also provided with public servant and related-person identity/relationship disclosure forms and supplier declaration forms to complete, thereby implementing the spirit of the Sunshine Laws.
Tender cases include instructions to tenderers that proactively provide all suppliers with information on multiple reporting channels, including those of the Agency Against Corruption, Ministry of Justice, to facilitate misconduct reporting and whistleblowing.
Anti-corruption Activities In accordance with the National Integrity Building Action Plan strategy of “encouraging social participation and promoting transparency and a consensus of zero tolerance for corruption,” the Hospital incorporated integrity promotion activities into its community medical service events on March 22 and May 3, 2025, holding the “Uphold Integrity, Reject Corruption - I Can Do It” campaign at the Hospital’s Xiaowei Hall and Mingde Junior High School.
On May 21, 2025, the Hospital worked with its Taoyuan Branch to hold the “Integrity in Healthcare, Safeguarding the Campus” integrity promotion activity for nursing students from Hsin Sheng Junior College of Medical Care and Management who were undertaking internships at the branch. The activity effectively increased awareness of the threat posed by corruption, strengthened grassroots interaction and communication with the public, and disseminated anti-corruption and integrity information.

Regulatory Compliance
To ensure that all operations comply with applicable laws, regulations, and policy requirements, the Hospital strengthens its compliance framework through regular audits, risk management, and supply chain management. It also continues to enhance employees’ legal awareness and internal management mechanisms in order to maintain stable hospital operations, safeguard patients’ rights and interests, and fulfill the social responsibilities of a healthcare institution.
Reporting of Violations
TVGH defines a major violation as a single incident for which cumulative fines reach NT$1 million or more. No major violations occurred in 2025. However, there was one dispute concerning a failure to report as required by law. A physician had documented bronchopneumonia and chronic cough in a patient’s medical record and issued a diagnosis of “Legionnaires’ disease.” After the competent authority became aware of the case, it determined that the Hospital had failed to fulfill its supervisory responsibilities and that the physician had failed to make a timely report, and penalties were imposed on both grounds. The Hospital filed an administrative appeal in accordance with the law in December of the same year. In February 2026, the Hospital received the Taipei City Government’s administrative appeal decision, which found that certain relevant facts and evidence had not yet been fully investigated or clarified by the original disposition authority; accordingly, the original disposition was revoked.
In response to this incident, beginning in November 2025 the Hospital required a warning message to be added to the medical certificate issuance system: “If the content of a medical certificate involves a notifiable communicable disease, exercise caution or consult the relevant experts; cases meeting the reporting definition must be reported.” The Hospital also strengthened communication on this matter through Hospital Affairs Meetings and Infection Control Committee meetings. In January 2026, refresher educational materials were distributed by email to all first-level clinical units, together with hospital-wide education and training.

Procurement in Accordance with Law
TVGH conducts procurement in accordance with the Government Procurement Act and its related regulations. Procurements exceeding one-tenth of the threshold for publication are primarily conducted through open tendering. The Hospital mainly procures medical equipment, clinical medical supplies, pharmaceuticals, and laboratory reagents. These items must comply with the Medical Devices Act and the Pharmaceutical Affairs Act. During the procurement process, general specifications are established according to the clinical needs of the requesting unit, and tendering and contract award procedures are conducted in accordance with the Government Procurement Act. For general equipment and consumables, such as information technology equipment, home appliances, and office supplies, priority is given to environmentally preferable products in accordance with Article 96 of the Government Procurement Act and the Regulations for Priority Procurement of Eco-Products by Government Agencies.
None of the Hospital’s cooperating suppliers or service contractors are suppliers listed by the Public Construction Commission, Executive Yuan as being prohibited from participating in government procurement. Throughout the contract period, 100% of such suppliers and contractors are required to enroll their workers in Labor Insurance, Employment Insurance, and National Health Insurance, make Labor Pension contributions, and comply with the Occupational Safety and Health Act, Labor Standards Act, and Gender Equality in Employment Act. Through contract performance management, the Hospital ensures that selected suppliers and contractors respect and meet human rights requirements. In 2025, a total of 1,013 suppliers were awarded contracts following tender opening and contract award procedures under the Government Procurement Act; 1,000 were domestic suppliers, representing a local procurement ratio of approximately 98.72%.
